PC and Console Patch Notes for 11/20/18

Resolved an issue where some players experienced having Invalid Skills.
- Clicking to respect should now work to clear this and it will be free.
Resolved an issue where loading screens were not appearing correct for 23^rd Century and Discovery Captains.
Beacon of Kahless:
- Blind has been changed to a Disable.
- Duration increased from 5 to 8 seconds.
  - Half as much against players.
- Shortened the tooltip text.

Resolved an issue which was blocking the player from equipping or changing active Duty Officers.
Resolved an issue that caused the Swarm Lockbox Training Manuals to not appear available for use.
Resolved an issue that caused Temporal Space Abilities to not be visible in the ability circles.
